Location

My neighbor was sealing his asphalt driveway and I saw him pour about half a bucket of sealant down the sewer drain.  Should I have called the police on him?

I'm not too sure about calling the police, but it's surely not going to be good for the environment.  If you get people in trouble for irresponsible behavior you're more likely to cause negative feelings associated with the environment and us "green" folks.  Maybe you could try offering some alternatives for disposal to your neighbor...

as to what the disposal alternatives would be for tar sealant...I'm not too sure.

black top sealants vary in compositon but most contain mixtures of petroleum distallates and mineral spirits.  It depends on the severity of the spill and on the medium it was spilled in.  Of couarse, any spill to the soil will probably migrate downward to the water table quickly unless prevented. It would be a good idea for him to dig up the impacted soil before it provides an additional source for more contamination to other soils or the groundwater. These soils should be immediately contained on plastic sheeting or in a sealed metal (DOT approved) drum.. As for reporting it, probably not a good idea. In the future, your neighbor should keep a container for disposal of sealant and other chemicals he throws out.  Most municipalities will pick up or direct people on how to dispose of these types of materials at no or low cost.
